The 2014 has been a milestone for the implementation order of Ministry Religion’s environment especially for Cirebon Ministry of Religion. As in this time, the policy of functional allowance is started. The policy application is based on Presidential Decree number 108 in 2014 about the functional allowance of employee in Ministry of Religion’s environment, where it is run as a part of grand design of bureaucratic reform. From the Presidential Decree, then the procedures of functional allowance policy is been regularized based on the grading class, presence, performance of employees in each month. This research is focused to analyze of how the functional allowance policy implementation to increase the employee performance in Cirebon Ministry of Religion’s environment. Moreover, each alteration could bring either optimum or not optimum results. Each response of the employees on this will be different.Qualitative method is applied with the Edward III’s point of view. It is aimed to analyze the implementation of functional allowance policy in Ministry of Religion Cirebon office through four aspects, those are; communications, resources, dispositions and bureaucratic structures. A number of informants have been asked to strengthen the results on the data. They are chosen based on the capacity and job description related to the functional allowance in Cirebon Ministry of Religion. The results are found from this research that the application of functional allowance has been run successfully. Although this has not been run fully optimal, at least the writer found some facts that the functional allowance significantly increased the employee performance in Cirebon Ministry of Religion.References
